Won't work on some skincare items I put in the cart. Accepts the coupon but lists $0 savings. Checked the exclusions and what I want isn't listed so don't know what's up.

Yes. Any active duty/retired/veteran from any branch. Also DOD civilians (at least OCONUS) works. Possibly CONUS DOD civilians can access too.

Navy Exchange is such a pain in the ass compared to AAFES and ShopCGX.

There's so many things they absolutely will not ship. TV's, PS5's, etc.

AAFES and ShopCGX don't have any kind of restrictions on that stuff.
