For example I have 20 drives, having them in external housings with 20 power bricks wouldn't ideal.
Instead I have a server running in basement.
Also if you shuck them and put it in proper setup you also have proper cooling.
Drives in these external enclosures often run hot.

As far as why this needed, there's a 3.3V signal that some drives look before they enable themselves. here's a good video:

The tape trick is pretty easy as well. Kapton tape is preferred, but regular scotch tape will also work. Very few people even know what kapton tape is. I've heard of using electrical tape, but I think that might be a bit too thick and may migrate over time.
