I've not ever seen a full grain leather dress belt before (though that doesn't mean they don't exist). Shiny and smooth belts have plastic bonded to "genuine leather", which is a garbage leather and not used for the actual appearance.
Top grain is just that, the top layer of cowhide, with some layers beneath cut out (to be used for genuine leather junk). Full grain is the entire cowhide, which is thick and can be unsuitable for things like a dress belt.
This belt is bonded plastic to what I assume is "genuine leather"; the lowest grade of leather that simply acts as the physical belt while the plastic is the veneer applied to the surfaces.
Plastic belts wear out quickly, which is why you want to get them for cheap and replace them often.

Genuine leather is one of the cheapest grades, so that's still somewhat confusing.
Real full-grain leather is very stiff and not a great material for a belt imo.
