Given it has an expansion that came out this year, far from dead.
The thing with GW2 vs many other mmos is that it focuses on horizontal progression, a niche very few mmos cover, so they give the market the prefers horizontal progression to them virtually scott free. Theres not many mmos where if you take an extended break, you arent playing catchup
season 3-5 are definitely worth it. a lot of content. you can also buy each season separately this upcoming sunday and monday at 30% off. Total cost will still be around $50 total whether you use real money or convert in-game gold for game store currency to buy the episodes. Potentially you can buy the $30 worth of living world season with about ~1350 in-game gold.
If you haven't played then the 7.50 is definitely worth it and you can explore whether getting the later expansions and living world seasons if you don't want to spend more upfront
After the expansion that just came out a few months ago they announced they will be releasing an expansion every year going forward so I very much doubt that is even in the works.

Does this come with extra inventory or storage space? That was one of the issues I had for the first game. I could never store as many items as I wanted.

I'm assuming it's 2 codes so I could give the one I already have to a friend?
No, HoT comes automatically with PoF, so it'll just be a PoF code most likely
Also keep in mind that there's a 3rd expansion out after these two. You can get all 3 expansions for $20 or all 3 expansions and the Living World Seasons (access to all areas) for $50. https://buy.guildwars2.com/en-us
Personally I'd just buy one of those 2
