Reading through the video quality reviews on blu-ray.com, it seems that movies 3 - 7 Part 2 were upscaled from 2K Digital Intermediaries that the studio created of the films when they were originally released on 1080p Blu-ray. The "better" way is to instead scan the original film negatives at native 4K then re-render the effects at native 4K as well. Basically re-finishing the movies at a higher quality digital intermediary.

Which means the video quality in 3, 4, 5, 6, 7 part 1 and 7 part 2 is a smaller improvement over the 1080p Blu-ray's, instead of a larger improvement as seen in movies 1 & 2, because apparently the original film negatives were scanned at native 4K and then color corrected for HDR.

If you really want more information about 2K Digital Intermediaries, what goes into them, and why it's likely some movies will likely not get a native 4K rescan, I'd check out this Reddit thread from a few years ago:
