Reading through the video quality reviews on blu-ray.com, it seems that movies 3 - 7 Part 2 were upscaled from 2K Digital Intermediaries that the studio created of the films when they were originally released on 1080p Blu-ray. The "better" way is to instead scan the original film negatives at native 4K then re-render the effects at native 4K as well. Basically re-finishing the movies at a higher quality digital intermediary.

Which means the video quality in 3, 4, 5, 6, 7 part 1 and 7 part 2 is a smaller improvement over the 1080p Blu-ray's, instead of a larger improvement as seen in movies 1 & 2, because apparently the original film negatives were scanned at native 4K and then color corrected for HDR.

If you really want more information about 2K Digital Intermediaries, what goes into them, and why it's likely some movies will likely not get a native 4K rescan, I'd check out this Reddit thread from a few years ago:

That's not what the review on Blu-ray.com appears to say. I haven't read the reviews for all of the movies, but the first two had a similar message:

"Warner's 2160p, HEVC/H.265-encoded UHD of Harry Potter and the Sorcerer's Stone derives from a new 4K scan of the film's original camera negative, followed by extensive color correction and HDR encoding. On some of the later movies, it sounds like they had to use the 2K source, but there are still some improvements.

"According to the best available information, Warner's 2160p, HEVC/H.265-encoded UHD presentation of Harry Potter and the Deathly Hallows: Part 1 has been sourced from a 2K digital intermediate, which limits the prospect that the format's superior resolution will reveal additional detail. Still, the HDR encoding provides subtle but noticeable improvements over the standard Blu-ray, courtesy of enhanced contrast, black levels and highlights."

I read through all the reviews. It seems movie 3 is when the studio started upscaling a 2K Digital Intermediary instead of a rescan of the film at native 4K. You can see my other reply in the thread for why that could create a perceived suboptimal result, but also the reason why there's a high chance a native 4K rescan may never occur.

The reviews on blu-ray.com actually vary from movie to movie, but overall indicate a noticeable uptick in quality from the blu-rays. It is clear from the reviews that the opinion is that Warner Bros. cheaped out on movies where digital intermediates were used in the process rather than using the original film, and the transfers could have been better than mostly just adding HDR. Having watched them myself, they're better than the blu-rays and worth buying, but they also could have done better for one of their bestselling flagship intellectual properties.

supermanrob is expressing the opinion that the video quality of the movie on Blu-ray disks is not as good as it could have been. The original movie was filmed with 35mm film. It is not unusual for different digital versions to be if higher or lower quality based on how the digitization is performed and how carefully the work is done. Sometimes transfers are not as clear and clean as they could be or introduce noise or artifacts. I do not know specifically what problems three might be with this specific set of movies... I am not saying any complaints about it at the linked fan site, so most people might have trouble seeing any problem with this version.

Imo you have read those with a grain of salt and between the lines, I know I don't always agree completely.

Are they better than the BD sure(they weren't that good though).

As far as what is possible on a UHD transfer no not in my opinion.
The last two are the better ones but that's not saying much.
Just my personal opinion from comparison.
