Looks like both. Warriors of Krynn is the board game, and includes scenarios to play between sessions of Shadow of the Dragon Queen. Seems like a pretty cool mix of the two, but I'm not familiar with either part of the product.

It was massive and ahead of its time for games with dozens of pieces and complex rules. Could never get anyone to play with me. Not even my RPG group because we met infrequently and would rather do a session of tabletop then play a board game.
This looks like a good price (relative) but I also can't speak to it's quality.
