budget = insert without prongs. These are fine if you are using multiple weights stacked. Horrible if you are doing something like 135lb deads an dropping it(even if still holding it) with single 45's.

Better= insert with prongs. These are the meat and potatoes and what most good ones have been used for the last 10 years. Very little chance of failure dropping single weights from chest height other than sub 25lb units.

Best = insert with prongs and bead lock. Should be able to drop even 10 pounders.

Beyond best = insert with prongs and super wide bead lock with screws holding bead lock. Massive overkill, but also maybe calibrated and balanced.

Somewhere inbetween better and best they do switch from natty rubber to urethane. No stinky smell and generally will live as long as iron plates and will outlive dropped iron plates.

While it's probably a decent deal I hate this style that's impossible to pick up one handed since they have no ridge or a minimal ridge and are smooth/slippery, your fingers just slip off

Work on your grip strength... But seriously it is annoying that the thinner V2 style isn't included in the sale. The 55lb V1s are over 3.5" thick and the thinner steel insert doesn't slide on/off as easily as the newer thick steel inserts on the V2s IMO.

Comparing to the balanceform from Walmart which ones would be better to get for starter home gym?

These ones have the thicker metal hub insert. Look better than the regular ones in my opinion.

I bought the ones from WalMart for my kids. I'm trying to get them to work out with me. So I bought the light bar and these weights.
It really depends on how rough you're going to be. If you drop weights from cleans or jerks, you will probably need something better for the long term. However, this deal is so good you may just want to jump on it and save for something better in the future.
I use ones from Fringe Sports. I got 535 lbs for around $500 and the quality is really good.

Fringe has 30% off right now on the black bumpers and some other styles—49$ for a pair of 10lb bumpers. I needed a cheap 10lb pair for my cable machine, so CAP will work for now.

i would avoid the 'budget' and 'better' variations if you're looking to drop these, bought a pair of the 'better' 25s a while back and they deformed/taco'd within a few sessions of lifting.

these would be fine if you're just looking for rubber plates to protect your flooring from regular use.

They are also quite heavy for their size. Its not cheap, but they make carbon fiber ones that are much easier to pick up.
