It is 100% true that Apple purposefully slow down older phones via updates, to get you to buy a new one. And even worse, they basically force those updates.
Not completely giving up yet, will be traveling and going to hit a few more Targets on my way. May just have to give in on the AT&T 14 deal.
I would also recommend checking your warranty. Mine says expired. I spoke with Apple support today. Supplied the serial number and was advised to wait 24 hours for their system to update.
Great deal if you don't mind a little work. Purchase was extremely easy. Was in and out quickly. I did get the last one. Rep checked the back, came out, rang it. I paid and was on my way. No discussion about service. He may have been aware they were selling them without service. Just be advised of the sim lock and coverage issue explained above.

I followed all the steps here using H2O sim and phone is showing unlocked at imeicheck.com/
One Q - It still shows Sim locked under carrier lock on the iPhone -> settings -> About. I removed the sim couple of times and restarted the phone too. Any idea when the carrier lock will go away.

1-remove any simcard from device
2-restore the device to factory settings
3-turn wifi on
4-update to latest ios version
5-turn device off
6-wait 3-5 minutes and turn it on again
