On top of that I have a discover 1st year card. Discover does first year cash back match. This quarter has Amazon and Target 5%.
So in total I get 25% off for apple gift cards.
At the end - I paid $1500. I got $1500 worth of apple gift cards. $225 target gift card and I should expect $150 discover cash back. So in total 375 benefit.

Used a VPN as well, ordered 4 and now got 2 of them cancelled. the other 2 continue to show preparing. most likely will get cancelled as well

It's a limitation and at some point needs to be brought up to upper management at Apple because it is an extremely poor customer experience and customer service experience.
