Try claiming from the Uplay/Ubisoft Connect app, worked for me. I have a healthy collection of freebies from Ubisoft over the years
When I got it I clicked on the link, I logged in and it said "The game has been successfully added to your Ubisoft Connect PC library." I didn't have to add it to a cart. I don't believe I even saw the option to add it to a cart.

This was not particularly difficult. Just cumbersome. Easy to do on a phone.
Click the link here, and then click the "Ubisoft Connect PC" link/image on that page. There will be another page. Here, click the image below "Have Fun!". Now sign in or create an account, and then sign in.
It will redirect you to the general store (which is silly). Search for Assassin's Creed Syndicate. Scroll down to the main game. Click. Click "Play Now".
It's too many steps but some of y'all don't give much effort.
As a bonus, here's how to add any game to steam:
Open Steam, then select the Games tab.
Click 'Add a Non-Steam game to my Steam Library'.
Select Browse to find your non-Steam game.
Find, select and open your game's executable file.
Select your game, then click 'Add Select Programs'.
Alternatively use a global launcher like GOG Galaxy. You'll usually still need the root software but can maintain your library and launch from one place.
Ubisoft launcher, with admin rights, on my computer? Not even if you paid me, no thanks.
Even launching it once before disabling is too much data leakage, but it's tied into windows services so it'll have free reign for a little while no matter what you do.
They definitely don't make it obvious when you've successfully claimed on mobile. I can't tell if I did it from the browser or if it somehow only worked on the app, but I wanted to be sure so I got on my PC and looked on the app there and it was in my library. Still not visible anywhere on mobile that it's successfully claimed.
If you have Amazon Prime, you can stream this game and others you may own using Amazon Luna… not only on a Fire TV, but also on practically any modern tablet, pc, and smartphone.
Prime subscribers are able to access a selection of their own Ubisoft library through Luna without a Luna subscription. So, even if you don't have a gaming PC, you can still collect these free games and enjoy them via streaming.
