From the item description, the ports dynamically change their power outputs depending on how many devices are connected. Thats probably whats waking it up.
This is how these kinds of devices are supposed to work, especially with USB C, power delivery re-negotiation has to occur, because the device needs to determine how much power it should delivery every time new devices are plugged in.

For example, if you only use the USB C port, and that's the only thing plugged in (no USB ports are used), then the device would be able to delivery maximum power to whatever your device is asking for e.g. your ipad. If you have your ipad connected (presumably to the usb c port) and you plug an additional cable into the USB ports, you are actually limiting the power that leaves your USB C port when the device and the connected devices re-negotiate for power

In summary there is a total maximum power a port can potentially deliver, if and only if that is the only port being used by, in this case, a charger that has other ports (usb c, usb). If you read the back of this device it has more details about maximum power, volts/amps, but the average person doesn't really read this kind of stuff so its not necessary
That's pretty standard behavior for multi-port USB chargers (particularly those with PD) - charging rates get "renegotiated" when an additional device is added or removed.

Personally, the anker 615 is the sweet spot for my travel. 45w is plenty to charge my travel laptop even when in use even if i'm using the other usb plugs. The cord also wraps up nicely.

Agree this is standard behavior - but it should NOT be! This breaks the way all USB chargers worked before IQ creating a lot of "gotcha" edge cases for devices that monitor their charging state in order to switch features on or off. Despite how quickly these IQ chargers "reconnect" the mere interruption of charge to some devices is enough to cause annoying and unwanted side-effects.

IMHO its just a far superior setup then trying to combine everything into one unit like this. It packs down smaller, its cheaper, its more versatile, and I have 2 usb c chargers I bring that can each do 100 watts with 2 usb c ports and one usb a, so I have 6 total ports, vs like 3 here with only 1 30 watt usb c port.
I have a few different versions of anker's power strip, i have the original one from a few years back that is quite large and has 3 AC in the back, 2 USB 3.0 and 1 USB C 45W, this was mainly for my table at the living room, but i replaced it with the same product but they remade it into a small cube. This is ok, but for travel, I think their new Anker Prime 140W travel charger is the best. It has 2 of each AC, USB 3.0, USB C, has power readings for the USB plugs. I plug a 2 USB c and 1 USB 3.0 brick into that and then also plug in my anker 3 in 1 mag safe charger and that has really been my go to travel solution. All this to say, I don't think this product was really meant for travel use. Also, before my anker 140w, I was like you and traveled with an extension cord and then multiple usb bricks, it's the best option when you don't want to buy gear specifically for travel

If they didn't automatically renegotiate, people would complain about not getting advertised/expected charging rates.

If strawmen didn't exist who'd scare the crows away.

There's so many assumptions that go into: this is the best way, this is the only way. What if I told you their approach is the lazy one? Could argue for FIFO, or more convincing, for marginal contribution approaches - no re-negotiation, no dropping power momentarily, no annoying "someone else plugged in their device and mine dropped" cases.

I'll grant this whole thing amounts to a pet peeve, but given a few seconds' thought, pretty obvious many better ways exist. Or in other words, with relatively little extra effort it'd be worth pleasing 80%, even if you can't please everyone.
