Details below : I have been looking for a deal to upgrade my daughter's iphone 12, and this is the best T-mobile offering on the plan I am on that I could find (T-Mobile One). Online, it doesn't appear you can get this (says Only Magenta plans and above), but when you call 611, they are able to apply this deal to T-mobile One plans as well. Also, i managed to get a $35 credit to my bill (waive of activation fee) in lieu of my longtime customer status with T-mobile (more than 10 years). It DOES require you to BOTH trade-in a phone (details below) AND Add-a-line to qualify for the $830 though.
In my case, I didn't need a new line, but figured for $10 a month (T-mobile one - $25 for new line of service minus $10 Kickback, minus $5 autopay discount) for 24 months ($240 total plus sales tax on $830 phone price), it was the best Iphone 15 deal i could get on my legacy T-Mobile One Plan.

I figured i will close the loop on what i started (as the OP).
I can confirm that Kickback has been deprecated for all new line additions, and it takes almost an act of congress plus a healthy dose of luck to encounter the right customer representative who is willing to connect to the right higher-ups in order to make this happen. Technically, the system still allows the supervisor to add kickback to the new line, but they are definitely pushing back hard against doing anything of that sort.
Bottom line, i was very fortunate to encounter the right customer representative (and spent almost an hour on the line with him, he reached out to 2 different groups in order to have the kickback approved and added - the first group told him NO, the 2nd group reluctantly allowed it, but stressed that it would be a 1-time deal).

Not sure if you can help me with this question : Can a dual SIM capable phone like the S23 Ultra be setup with 2 T-mobile SIM/Numbers. Since i have this new free line, can i use this as a second SIM line (and assigned as the line for DATA service) in my S23 Ultra, the thought is that my primary line has kickback, but we never get the $10 kickback benefit because we always exceed the 2GB limit. Can i have this extra T-mobile free line configured to be used for DATA in my S23 Ultra, so that my primary line with kickback will never exceed the 2GB limit and i can benefit from the new free line that way? Hope i'm making sense.

This is what you should for the iphone 15 and how it worked for me: i call tmobile 611 to make the change while still having 7 lines, I explain the representative I will be going into costco to add two lines but I need to change my plan to 9 line first. This is possible, i check my tmobile account and i had 7 lines while being charge for 9. the representative made the changes. Then I call costco to add 2 more lines. Originally i tried with the costco rep to change from 7 to 9 line but they have never no idea what they're doing so do get the plan change first then have them added. This method you get costco benefit waive charges and $75 or $150 new activation per line. Just be ready to decline costco representative non stop badging of their protection plan and cases. Good luck

The other thing this customer representative told me was that i was eligible for an extra free line because of the one i just added, so i happily accepted (talk about a bonus)!! He also explained to me that as long as i kept this new line I added (the one i fought hard to get kickback on) for more than 12 months, i can cancel this paid new line after 12 months, and still keep the free line, I definitely learnt something new here and thought i'd share).
