This is used for opening and closing the valve on the water meter, usually located close to the curb.

This is tool that is used to shut off main water valve that's usually outside by the curb. For people who don't know what they're doing it's best NOT to use it EVER because if you mess up that valve it will cost at least $1K or more to fix it because licensed plumbing company would have to shut off service for street and tap new line into main (at least where I live). Some areas it will also won't work since freeze line is below 3' deep (around 4' or 48" in my area so keys are at least 60" long to reach it). The only time this becomes needed is if main shut off located inside the house by water service entrance is leaking/bad so to replace that water would have to be shut off outside.
Less risky option would be to install good quality ball/quater turn valve after the existing shut off inside and use that instead of messing with bad old valve.

In my area water company requires licensed plumber in order to touch it because it's deep inside where valve is not visible to the eye. Each house should have main shut off inside that should have handle/knob to be able to use just hands to shut it off.

I don't have an in-house shut-off valve, and I've had plumbing issues under my house for a while, so I've been turning off and on the main water supply valve )under a cement cover) many, many times. I didn't consider the risk that you describe. I'll be more careful now.
