FYI, the S24 series is supposed to be announced next month. Google Fi should have similar deals on the S24 series, like they did on the S23 at launch. I think the launch S23 deals were even better than the deal listed in this post.

The cheapest is the $20 Flexible Plan (unlimited talk/text, any Data used is $10 per GB, prorated). The taxes & fees usually add another $6-$7 a month. Percentage wise that sounds high, but some of the fees are fixed-amounts per line so they skewed the percentage. Some people in Texas have taxes & fees as high as $10 each month.

I did the Fi pre-release S23 deal in Feb this year. My S23 (with free upgrade to 256GB) was $299.99. So it was better than this deal. Plus the trade-in values at that time was great. I traded in an iPhone11 for $310 which pretty much offset the cost of the S23. My net cost was $27 in sales tax on $299.99, minus the $10 in excess credit.

1. Yes. On the support page, it explicitly states that the person needs a Google account*. They don't necessarily need to sign into Google Fi until the end of Step 2.
2. Yes. I ordered and paid for all of the phones, and I associated each phone with an e-mail address that has a Google account*. That person then receives an invitation e-mail to join Google Fi. That person clicks on the link and acknowledges that they want to join Google Fi. This is also when I recommend saying that you will be porting a number to Google Fi. You give a phone number (which they verify is valid to port), and that's about it. Entering account number and Transfer PIN is pretty useless since you have to re-enter it in the app (in Step 3).
3. Once you receive the phones, you can migrate each person from their old phone to their new phone. Once everything has been migrated to your satisfaction, download the Google Fi app. They must sign into the Google Fi app using the e-mail address declared in Step 2. Continue following the steps in the app to port the phone number and activate the phones.

* - I have a super old legacy free Google Workspace​ account/domain for my family (lastname.com). Sadly, Google's implementation of it is terrible, and they could never use their lastname.com e-mail addresses to sign up for things like Google Play Family Library, Google Family Link, YouTube Premium, YouTube TV, etc. I then had to create a gmail.com e-mail account for each family member, which they use to sign-in to all of these services (but not use Gmail). When I tried sending invites to their lastname.com e-mail addresses, Google Fi wouldn't allow it, so I sent it to their gmail addresses (which is what I used in the Google Fi app).

My Fi S23 is the same as a factory-unlocked S23. Its IMEI is accepted by all US carriers and their MVNOs. Fi S23 phones come unlocked out of the box (i.e. never locked), so there's no such thing as "post unlocked Fi S23".

It's your decision, but here's what I'm doing...My Fi S22 is still working fine. A few weeks ago I sold my Fi 256GB S23 (pretty much unused) on Swappa and netted $470. On 1/16, I'm going to order a Fi 128GB S23 for $300 + tax because I don't really need the 256GB version. I have enough Fi credit to cover the required 120 days of service. I expect Fi to announce their S24 deals on 1/17 or 1/18. If the S24 costs $350 (or less) + tax, I'll cancel the S23 order and order the S24. If the S24 costs more than that, I'll leave the S23 order alone. I don't want to pay more than $50 to upgrade from an S23 to an S24.

If you don't have the Fi SIM in the phone, then uninstall the Fi app so it can't "nag" you with messages like that. It's a nosy app. Uninstalling the Fi app does NOT affect your promo discount in any way. The Fi app is only needed to activate the Fi SIM. After that, you can log into your Fi account on a computer to manage your account and keep track of your promo progress.

Yes, I noticed that. I was planning on ordering a green or cream 128GB S23 on 1/16 for $300 then cancel it if the S24 costs $350 or less. I guess I will just wait for the S24 deal.
