Yes, Firebase is owned by Google, but it's a platform for third parties to host their own apps. Something being run on Firebase DOES not indicate it's owned by Google. If anything, it's the opposite. The first domain linked here is "withgoogle.com", not a subdomain of google.com, which is already a red flag. Then the flow required OAuth signin to some third-party Firebase app. Google would not offer discounts in this way.
