Yes, Firebase is owned by Google, but it's a platform for third parties to host their own apps. Something being run on Firebase DOES not indicate it's owned by Google. If anything, it's the opposite. The first domain linked here is "withgoogle.com", not a subdomain of google.com, which is already a red flag. Then the flow required OAuth signin to some third-party Firebase app. Google would not offer discounts in this way.

As noted in flinchmaster's reply, I made an oversight. FirebaseApp is not owned by Google. So, I made an error in my discovery (excellent catch and call out flinchmaster). Google really should have ran the promo directly through their own sites services, even though the promo is legitimate.

I submitted a formal support request to Google Support to investigate the legitimacy of the offer. After 2+ hours on chat and 30 mins on phone support and 9 different people, they confirmed this to be a Google authorized promotion and just not everyone that is eligible has received the offer yet.
