What? 11.5 rated range means true range is probably 7-8 miles which is horrible for a bike.

This isn't a bike, its a cheap electric moped. It is clearly designed to just ride around mostly flat ground for a couple of miles at a leisurely pace.

Oof, I didn't even realize the lack of pedals. I'd very much stay clear then as you are going to have a miserable time pushing this thing. Ebikes aren't fun to pedal without power but it's doable
