If you need to do a repair and your water shutoff valve up against the house isn't working or is nonexistent. Also, say you have a leak in between the shutoff valve by your house and the meter, you'd want to shut the water off at the meter to do the repair. Some people also shut the water off at the meter if they're going away for an extended time and don't want to risk a leak happening if they don't need water for irrigation or other purposes.

They typically close clockwise in a 90° or 180° turn. If it's stiff, don't force it too much or you risk breaking it off. In a meter box, there should ideally be two shutoff valves, one is utility owned (before the meter where the water enters) and the other is yours. The utility valve is usually operated by these types of curb keys. The private side can vary. Some have these types of valves that need a key, but it can also be a gate valve (wheel) or a ball valve (handle type).

I work for a water utility. Just a heads up, if you need to operate the water utility side valve and break it, they will likely bill you for the repair. It might depend on the region, but usually, only the water utility can operate that valve. Homeowners still operate them, but officially, we're supposed to tell them to call the front office and they will send someone out to shutoff the water if needed.

I like the right hand rule. Point the thumb on your right hand in the direction you want the screw to go (in this case down) and your fingers will show you which way to turn.

Both of my outside water faucets eventually started leaking and I decided to replace them with better faucets. I had to turn off the water to do this, and I happen to have one of these from I don't remember when. You can turn off the water without a curb key, but it's not easy.

I understand your question, though. You were probably thinking of something like replacing the kitchen faucet, which has turn-off valves right there at the faucet.

We keep one of these on every engine and ladder truck in case we get a water call.

Be aware that street valve has probably never been moved in its life since installation, and if you break it, you bought it. City water dept won't be happy 😂
