Cheapest options I see:
Potato Taco $1
Cheesy Bean and Rice Burrito $1
Hashbrown $1.49

So pay $3.49 upfront for 3 items then also get a cravings box for free

This shows up as a Challenge in the app. If you don't have the challenge, you will not get the Cravings box. The exact parameters of the challenge are to buy any item in the Taco Category of the app, any item in the Burrito Category, and any item in the Breakfast category in one or more orders by 12/28 at 11:59PM PST to receive a free cravings box. The least expensive options are exactly what is stated by the OP, but you are not limited to that if you would prefer something else. You can also do it in 3 separate orders.

NYC here. Got that same challenge. Cheapest to qualify is $4 for 4 medium fountain drinks. Everything else is priced way out of whack. Like a single weak cheesy roll used to be $1. It's more than double now.

I'd rather spend more on 3 items that I'd actually normally order and also get the cravings box.

I just have to think how often I'll be near a Taco Bell as I'm kind of in a Taco Bell void where I live. Any Taco Bells that are semi-near-ish are closer to two other Taco Bells than to me.

If you read the fine print it's actually only 10% off ONE order that can be redeemed any time between the end of December through January once issued...

Whenever I try our Taco Bell locations all I hear is "what happened" and "oh no we don't do that" They don't even honor the TV commercial deals here.

maybe you live in a remote area. it took me close to 20 min to get to the window just for my free nacho fries.
