How do you combine 3 photos into that kind of collage? What software do you use?

I'm planning to make gift tags.
I use Gimp.
It has templates [blank ones] for business cards which differ in size for different parts of the world. Of course I chose USA
I create one card using that template.
I export as a .JPG
Then I use template for 6x4.
I change size from default to INCHES.
Then simply paste three copies of my 2" x 3.5" business card onto the 6x4.

There are tons of templates, maybe even for gift tags.

I have an existing 2x2 passport photo. I just need to print multiple copies. Any ideas to make a collage of 2x2 prints to fit on 4x6?

2x2 three vertical = 6 inches

The idea is that for $2 or so in free prints or a free $5 8x10, you'll stop by the store and buy a whole bunch of holiday stuff or other drugstore things.
