I don't think that how it works, I believe you have to get four to get each pack for $1.97so the total would be $1.97 * 4=7.88, after the $3 coupon, the total would be $4.88 for four bags.

Huh? Isn't is 1.97 each. Or 1.97x4-3=4.88 or as you wrote 1.97x3-3=2.91
