I have one of the same design. It's a huge pain. The drawers are not attached, they are just trays that sit on top. So you can't slide them out without keeping a hand on them. Even empty they'll fall right out. Might as well get a little under-cabinet shelf and plastic tray from the dollar store.
Unless you 3D print some rails or add some plastic sliders onto this thing and have a counterweight you should expect to lift shelves carefully. I bought two of them. one sits in the fridge for vegetables, the other is used to hold baby formula dosed containers and bottle components.

I don't know why these things keep making the front page. I bought these about a year ago and they arrived as mangled metal. Then I finally got a few that were not bent up. It's like something you'd get for $5 at Walmart.
