Depends on how cold it is and how close you sit. Maybe it's good enough for 2 people, but for larger groups it's not powerful enough because you can't get that close.

I have a 1500W Comfort Zone heater similar to this in my garage about 5ft above a bench it works ok. I couldn't see this doing much outdoors unless there was no wind. This heater should work well indoors.
