The hard drive and RAM is also pretty low at 500gb and 16gb ddr5 but enough to get by until upgrading. The HP bloatware is also pretty crappy but when I get a new m.2 drive I plan to do a clean Windows install. Considering the processor and the video card it comes with I think it's worth it at this price. I plan to keep mine.
I thot cutting corners on the res would be enough... Yeah, 7ms on a 165hz screen feels bad, man... Otherwise, this is a solid machine for 4 years @ 1080p gaming.

I am pretty certain it can since the mobile RTX 4070 is capable of driving that resolution at that frame rate. Depending on what you're running, your performance maybe limited since it has 8gb DDR6 VRAM. I currently got it connected to my 4k hdtv and it runs 3840 x 2160 just fine but at only 60fps
