Personally, I'd hold off on 3 and wait a year for more updates and dlc to drop. I find myself playing Payday 2 more because I enjoy my characters and load outs.
However, I'm still slightly bitter over my preorder and the disaster of launch though, so take my thoughts with a grain of salt.

I think they'll get 3 figured out eventually, but their priority right now is pushing out the dlcs while tweaking things along the way. I'd wait for $10 or lower. I'm guessing they are going to continue to drop the price just to increase player base then balance the price out once it gains a bit more traction and content (or release some version of a big score or crimewave edition like they did with 2).

I'd wait a while, don't worry about FOMO masks you can't even get with challenges not even tracking properly.
It's totally worth picking up Payday2 for less than 5 bucks though. It's still possible to find cheap dlc bundle keys on reseller markets which gives you more weapons and mods. You can join any dlc map someone hosts without needing to own it.
