& OP! One of my parents enjoys their food and I'm contemplating this as a birthday gift for them.

And from the looks of it, most locations are participating except for those noted below:

Guarantee they will adjust the pricing structure of their menus for non-promotional pricing. Kind of how delivery services inflate pricing to go along with must spend this much to get 10-15% off. Still could be a decent deal, but for two people you'll likely go $10-15 over the $30 limit if you intend to order anything but appetizers.
And just like that, they ended the 2 for $25 promo laugh out loud

You can't use it on consecutive days unless the first day is last day of one week, and the second day is the first day of the following week. Basically you have 52 1-week windows in which to use this.
That is NOT what it says. Nowhere is a once per week requirement enumerated. It says you can't use it more than once in 24 hours, but hypothetically could use it Sunday, Tuesday, Thursday of the same week.

Didn't happen. There's not an appetizer or cheeseburger on their menu that exceeds $20. Unless you're a 30%tipper as a senior citizen, you're being dishonest 🤷or perhaps you ordered alcohol that you didn't include
Or their eye sight is bad and misread the check.

A cheeseburger and fries at Applebee's is not $18. Just stop.
Where I live the most expensive appetizer is $19 and the most expensive burger (w/fries) is $16. That's $51 without so much as a soft drink. Tax and tip here would easily push that to ~$65, and I'm assuming most people get at least a soft drink. Plus, while I live in a high cost-of-living area in Long Island, NY; this is by no means the MOST expensive area in the nation.

There's really no reason to call this person a liar, it's within reason.

I predict all purchasers of this deal will have no more interest in eating at Applebee's for a long time starting 366 days after the deal ends.

My opinion based on 0 fact-checking is that they're struggling and trying to get people back inside the restaurant. I might be wrong. But most are definitely going to spend more than the allowed $30, so it'll be "something better than nothing".

Somebody still has to put the order together, make sure it's correct, add all the appropriate condiments, napkins, cutlery, etc AND haul it out to the car for you, so, yes, you should tip some amount. Nobody's refilling your drinks or bringing extra stuff to the table, or clearing the dishes, but they are working to get your order out correctly, so a tip is deserved. Prices have skyrocketed, and since topping is a percentage of that price, tips have gone up accordingly. Used to be a 10% tip for decent service and 15% tip for great service was customary. Not sure who decided that now it's 15% and 20% instead, again, since prices have gone nuts and percentages make the tip higher already, but you do you. Basically, decent service I give 15%, I didn't have to flag down drink refills, someone came to check if I needed anything and my order came "as-ordered", then good. If the server went out of their way, brought me "extras" or just really did a great job, I do 20% or more! If you can't afford to pay for your food and tip appropriately, maybe just do fast food drive through where no one is counting on service tips as part of their pay?
If you think I'm tipping for takeout, you're insane.

I have never, ever left a tip after getting takeout food.

Yes I agree. I called the manager and he knew about the promo but nothing about the details. Very nice man, actually said he would get back to me once he had details. Don't forget, there are privately owned Applebees that have to follow corporate rules. And these rules may be constantly changing.
Goodness, folks, it's just not this complicated! You can use it 52 times, and each time has to be at least 24hours from the last use. Not rocket science!

I'll go inside to get my to go order. I'll glady pay 18-20% tip for good service in the restaurant but hell no on to go orders.

Even though the food is meh, deals not bad if you plan on just using this for to go orders to avoid drinks/tip/etc.
