So to me, it sounds like you aren't eligible for the credit if you buy it outright

If new phone financed, credit applied to bill in pro-rated increments for the duration of the Device Payment Plan. There is no notion of 36 month DPP. Maybe Spectrum added the 36 month later once they figured out this thread?
