You can PIF for $1299, and take the $1125 off for the S23 U (512gb) which leaves you with a one-time payment of $174 - assuming in-store purchase. If you're shipping it to your home, you'd pay $1299 (+taxes and fees), then send your trade-in and get your $1125 back (to your Spectrum account, or original payment method) once Spectrum Mobile's used phone handler gets it and verifies it (Assurant, or whomever).

Take $1299, divide over 36mo ($36.11/mo) and then subtract the $1125 credit over 36mo ($31.25/mo) which means you'd have a payment of $4.86/mo over 36mos.
You make the decision when the purchase is made. Obviously, if you're sticking with Spectrum Mobile for 3 years, it's no big deal either way. However, if you're buying JUST to unlock it after 60 days and flip or take to another carrier... I don't think the 36mo payments will work as expected. I think the CSR told you to choose 36mos to avoid line churn.
Based on either option, you pay the taxes and activation fee up front.
Someone asked how unlocking works as you call in and say "hey, this phone with IMEI xxx on phone number yyy needs to be unlocked"

I think not risking it for $60 has some value. But this is SD, and $60 is $60 (2x $29, but I guess you could go with the $19 by the gig plan, too).
