I only know because I was looking for a deal for work and this includes a handheld blower that happens to be OOS everywhere.

Can one use the return hack to essentially get one of the items for $99?

I've never personally done that. That said, I was able to order the 2 batteries/charger and the blower as the free tool for same day delivery (I don't understand HD's system but whatever). These would normally be $199 and $159 respectively. On the receipt it discounted both items, the battery set to $110.62 and the blower to $88.38. Sales tax was paid on the discounted amount.

Home Depot won't let me stack the military discount like they used to. Perhaps it's because of the 50% discount already applied. Is that a new policy? Any way to get both discounts?

HD doesn't care if you return half the order so long as you can see the prorated cost on the receipts. The only hangup is that both tools are required to be delivered in the same method (either in store pickup at the same store or shipping). They used to allow pickup at different stores or one pickup/one ship to home but no more.

They do occasionally bundle a tool as "free" and the free tool doesn't have a separate prorated charge on the receipt. Just double check everything before you confirm the order.

At HD, If you pick the 219 tool, the batteries are 94, the tool, 104, off the 199 tool, yes, they would each be prorated at 99.50

You can still send them to 2 different stores for pickup

I don't need any more Dewalt batteries or tools, but this deal is very hard to pass up.

EDIT: The Home Depot way...

Anyone have a recommendation on which bonus tool to get? I am a "one-weekend-a-month warrior" already invested in the DeWalt ecosystem.

I already own a battery operated drill, driver, multi tool and router. I have plug-in angle grinder, circular saw (7 1/4), and reciprocating saw.

Any suggestions on what to add/upgrade if I go with this deal?

I'm leaning towards the reciprocating saw since my current harbor freight model is plug in with what seems like excessive wobble in the blade
