There is an excellent YouTube video of Gluck's Gym water jet cutting a ton of bumper plates open. CAP wasn't included but these Balance From plates were in that video, and the results were sub-par.

Check out "Technique plates". They are generally solid molded plastic 10lb plates still at the olympic spec diameter and can withstand being dropped. They just don't cushion like rubber but they can take abuse and still give you proper form with the correct diameter plate.
To be fair, you don't have to put your nose right up to them. Cheap bumpers and rubber flooring / horse stall mats will off gas for a while. And it's strong.
If you are using these in a basement, home, or garage gym, it will be a strong smell. For a while.
When I got my rubber floor mats the entire basement smelled for weeks. They were potent.
