Finally, when a camera price reaches a level when anyone can enjoy, it's not in demand as iPhones and Smartphones have cameras that take all the manual work out. Where was this camera 18 years ago?
Will it beat S24+ and iPhone 15+ cameras in picture quality?
It actually depends.
If you snap a landscape shot, or a picture of food, etc with good lighting and view the final product on your phone, the internal automatic processing on modern phones will give this a run for its money (and look better without any effort).
Now, if you start loading those shots on a larger screen, start trying to crop in tighter, or use less than idea lighting the phones quality falls apart.
The main appeal is lens selection, actual macro, telephoto, and shallow depth of field simply don't stand up compared to a dedicated camera with purpose built lenses.

If you want a budget camera that will beat the S24+ and the iPhone 15+, totally get the Canon R50. It has the auto modes you expect from a smartphone and you get that computational benefit of a smartphone but you now have that ability paired with the power of a drastically larger sensor and better lenses.
I was totally shocked how good the R50 can be. If you want a camera that produces slick looking photos straight out of camera with no need to edit raw photos, the R50 is such a great option.
I'm coming from the professional world of cameras like the R5 so I wasn't expecting much of the R50 but it pleasantly shocked me. The only reason I even tried out the R50 was because my friend wanted to go to a higher level than smartphone level photos but she was on a major budget.

Yes but best camera is the one that you have it ready to capture the moment. It's the only reason why phone cameras became such a popular thing and now one of the most sought after feature when upgrading phones. I have take thousands of pictures on my phone but my dslr which I know takes better quality pics haven't taken a picture for at least last three years.
