Did you bi amp with a receiver or separate amplification. I feel like the d15/d17 truly needs big power to showcase its depth of potential.

Yes, I agree w/ you that D15/D17 needs power. Not sure about big power though since I don't have measurement to say that. Don't think you need external amp.
After bi-amping, the sound is cleaner, much richer, sound so much better, a bit warm. Before that, it was flat & dull; and I was about to return it before trying bi-amp.
I guess it's possible that D15/D17 is not popular b/c it's hard to drive. Most people just plugs it in & expects great sound. The moment they don't hear that => return.

There were 2 earlier posts about comparing D15 w/ BR09 and the persons preferred BR09.
I'm not sure how the compare was made. It's possible that the persons didn't provide enough power.
From my experience, I compare D15 w/ Focal Theva N2. It beats Focal one. Focal one has better mid clarity; but I prefer D15 overall b/c of the rich, fuller sound.

Newbi to bi-amping here. For the D15 does it matter which set of speaker terminals (top vs bottom) to connect to front vs surround back/bi-amp on the receiver?

It does matter. For D15, See D15 manual p11.
- Top = HF high freq.
- Bottom = LF low freq.

I just bi amped mine and can attest it makes a massive difference. I also switched connections between the top and bottom terminals to see if there was a difference when connected to my receiver and I honestly couldn't tell any difference. But I could completely tell the difference between bi amp and not bi amped. I had no idea what I was missing.

I know sound is subjective, but I have exactly the opposite opinion. I bought the BR09 and felt that the Definitive D17s, Lsims and the JBL 590s are better than them (to my ears), be it clarity or bass. The bass especially is poor and muddy, compared to the D17s. The passive radiators on the D17s must be helping the bass drivers that are in fact smaller than the BR09s with the ported design. Not keeping the BR09s, not value for money IMO. I drove all of them with a marantz receiver and emotiva amp combo, so there was no lack of power for my use case.
I had to return the D17s since one of them came with a broken inductor.
