Not the greatest promo, unless you have some serious stay activity coming up in the next few months. But I'll take it, as any extra points will help offset the devaluation Marriott has done to their redemption / hotel category process over the past few years. still not as bad as Hilton devalued their program...but it's getting there in the race to the bottom of the devaluation path.

3 nights points or 3 elite night credits?
As for this bonus the answer is no I believe. In the TC: "Only one room at one property per night is counted toward a member's eligible paid nights for this promotion". So I don't think you'll get any bonus nights/points (beyond what you'd normally get) with multiple simultaneous rooms.
This is inline with Marriott's general position on elite night credits:

Yes, you can earn Marriott Bonvoy® Points on the Qualifying Charges for up to three Rooms, if all of the following conditions are met:
You are occupying one of the Rooms
Your Marriott Bonvoy® Member Number is on each Room
You are personally paying for each Room
Check-In and Check-Out Dates match for all three Rooms
Pay a Qualifying Rate or apply an Award Redemption
Please Note: Elite Night Credit is earned only for the Room you, the Member, occupied.
In my experience, they don't apply bonuses until the promo period ends. For example I just had a promo end that ran for a couple months, up to 2 extra night credits and bonus points after 2 paid stays. I completed those stays early in the promo period but the points and extra night credits didn't show until the end of the promo. What I am saying is, you might not know if it "worked" until May, after the promo officially ends.

Anyone have luck calling/chatting customer service to see if they can register you for it?
I don't know if it's just a bad database/programming, or if they purposely withhold this promo from elite members.
Realistically, Silver and Gold don't get you much in the way of benefits. The people who really care about this promo are the ones trying to get/maintain Platinum/Titanium status.

It did through 2/29. Spent 4 nights a week through February and got 12 night for each week.
