Surely that means that you're buying the frame and it will have cheap, placeholder plastic lenses installed. Then you'd had to get your own lenses (prescription or not) installed yourself. There's no way they're selling display sunglasses.
I played around with the lens options; the $19 is for the most basic, thickest piece of plastic available. Add-ons are expensive, even when compared to brick&mortar stores. So if all you want is a frame, good deal. If you need a working/lasting pair of sunglasses or eyeglasses, you're better off literally anywhere else online (or Costco).
I ordered Ray Ban glasses from this place in December and they were fakes and the frames were scratched and looked used. The return was a hassle and they wanted me to pay return shipping. This place is a total scam.

And they are the cheapest.
So, you have to add $25 to any frames you buy yourself.
