I am planning to build myself a PC but I don't envision getting anything more than a 65w CPU and midrange GPU, so 750w is probably overkill. Is it wasteful from an energy perspective to get something like this? Moreover, do good lower wattage PSUs ever go any cheaper than this?

Just get this. PSUs are generally most efficient when they use around 40-70% of their maximum power if I remember correctly.

And with a 65w Ryzen CPU you can still upgrade to a 4090 one day if wish to do so, even if you enable PBO and negative curves and cpu wattage goes a little over 100 watts.
