Is the non X chip any different from the X chip running in eco mode?

as an example, the 7900 has a tdp of 65w and the 7900x has a tdp of 170w.

my room already gets hot in the summer with a 3900x (with a tdp of 105w), and i don't want to make it even warmer than it already does

That wasn't his question. He is wondering if the 170 w 7900x running at 65w in eco mode is similar.

Thus 7900 65w and 7900x 65w
I run my old 8 core 3800x at 65w in eco mode frequently.

Short answer = no.
You can also take the 7900 and turn on PBO and set the limits to the X version and.. its basically the same.
