I've been using Premium the past few years and never used Deluxe before. I'm afraid that there will be something missing if I change to Deluxe.
The H&R Block page says that Premium is for Rental and Self Employed/1099.

Upon re-reading through the thread, I realized that the user clarified in the last post: "To be clear, it's the trifecta combination that fails. The iterative nature of the ACA subsidies with the self employment income, combined with an E loss, causes an error. I turned a slight E loss into a slight gain and it works."
So it sounds like Deluxe is still a safe route to go if not all 3 aforementioned factors apply to someone.

You might need to pay for a second state download if there are taxes due in that other state. I don't think premium vs deluxe is a factor for the out of state bit.
I had a list at onetime and will see if I can find it. You can get there if you go to the retail product page for Deluxe, click System requirements and it should be under that. If you link it will just bug out or take you to the main page where they try to upsell.
One other thing of note that everybody should know. The online versions do less that the retail ones. For instance if you sign up for Deluxe online you can not do business income amongst other things
