*** Updated with feedback from comments and a new winner - old winner is now #7***

I'm calling Dollar Tree the winner even though it's the 4th cheapest. It's only 7% more per square foot than the #1 price, but with no rebates, memberships, or huge packages to buy.

All competitors are at least two-ply, none of the one-ply Scott 1000-like garbage.

Detailed Results and links (lowest per-square-foot cost to highest):
  1. Sam's Club POM [samsclub.com], $27.12, 2365SF, $0.0115 per SF
  2. Walgreens Soft counting $7 Walgreens cash [walgreens.com]*, $16.94, 1452SF, $0.0117 per SF
  3. Dollar Tree Strong & Soft [dollartree.com], $1.25, 101.3SF, $0.0123 per SF
  4. Costco (In-store YMMV) Kirkland Bath Tissue, apx$19.00, 1425SF, apx$0.0133 per SF
  5. Walmart [walmart.com]Boardwalk Commerical, $55.12, 4000SF, $0.0138 per SF
  6. Walgreens Super Soft [walgreens.com] (buy two), $10, 706.8SF $0.0141 per SF
  7. Walmart Generic Bathroom Tissue [walmart.com], $0.94, 63.33SF $0.0148 per SF
  8. Costco (Website) Kirkland Bath Tissue [costco.com], $23.49, 1425SF $0.0165 per SF
  9. Walgreens Soft [walgreens.com] (not counting $7 Walgreens cash), $3.99, 242SF $0.0165 per SF
  10. Walmart GV Soft & Strong [walmart.com], $19.98, 1203.33SF $0.0166 per SF
  11. Sam's Members Mark [samsclub.com], $22.98, 1254SF $0.0183 per SF
  12. Walgreens Ultra Soft [walgreens.com], $1.99, 105.6SF $0.0188 per SF
  13. Walgreens Ultra Strong [walgreens.com], $1.99, 104.7SF $0.0190 per SF
  14. Costco Charmin Ultra Strong [costco.com], $24.19, 825SF $0.0293 per SF
  15. Sam's Charmin Ultra Strong [samsclub.com], $24.88, 804SF $0.0309 per SF
* To get the #2 Walgreens deal, you must have a Walgreens shopper account, buy 6 packages to spend over $20, then you get $7 back in Walgreens cash (which I counted as being $7 off the price, even though it's just credit for later Walgreens purchases)

That is its own rabbit hole as some don't mind cold wet water splashed up their privates but many would prefer it to be at least "cool"/"warmed"...so now you're paying a bit more for such. OK, to do that you need an outlet nearby as running a cable is stupid. WELL, everyone isn't a handy-person, so now....

....Easily hundreds spent just to take a short cut of cleaning your areas and you STILL will need a square or two of toilet paper as again, few want that feeling of wet water near their privates. That still leads back to what TP you want touching yourself.

OH, are you like me and have multiple toilets? Congrats - you now have multiple increased costs. Got children? Easy to explain how a bidet works but hard in practice to ensure they're sitting in the right position make it work, and for how long it should run, etc. Be ready for wet shirts and backs and many sit closer on the toilet than back like an adult....unless you got one of those that also programs itself to adjust to the child's sitting position (which costs hundreds itself)

All of this to type that short hand comment of "get a bidet!" can look silly and short-sighted

NOW, if you're the type of person who bought those $20 attachments and you just spray and stand up....that's cool. That's not going to work for most of us though, chief.
This is not true at all
Just get a bidet attachment.

Have you priced tp at Aldi?

Not for this post, but I've done it in the past and found them not very competitive on paper products.

I would totally roll around in and shred one-ply. But, my manservant doesn't buy it and says he uses 5x as much when it's one-ply. He also avoids bigger, expensive rolls because I'll just shred a whole roll, so it might as well be a cheap roll. I'm okay with that.

I don't understand humans. Why don't you just lick yourselves and be done with this whole TP thing? It's the civilized thing to do, and very relaxing.
Nice to know that you're an equal opportunity shredder! Rock

As for your question, I may be the wrong one to ask since I'm also an Animal (see my avatar) laugh out loud If I had to guess, I'd say lack of flexibility.
