The motherboard's memory topology matters immensely here. If you have a daisy-chain topology, 2 sticks is generally better. If you have a T-topology, then 4 sticks is generally better.

I had two sticks of c16 variants and never had any issues. Corsairs has stopped manufacturing DDR4, so harder to come by new and not inflated prices. I needed more than 32GB, so I had sold them and bought 128gb of Gskill Trident zneo. I can't tell the difference between c16 and c18 in everyday use or in gaming.

This too simple of an answer.

It CAN be a better idea to use two slots versus 4 dependent on socket, CPU cores, RAM type, etc.

A lot of time with DDR4 it is actually very good to run 4 slots.

2x32gb needs a voltage increase in my experience, 4x16gb you can leave the motherboard at stock settings.

64gb of ram doesn't make chrome run any better FYI.
