The OP of the thread is a community member and based on my search, this appears to be the lowest price this item has ever been posted at here.
As a mod, I can't speak to the process that our Deal Editors follow when a thread goes Front Page. My guess would be the item's popularity with a lot of the community and the price being the lowest I've seen here

I assume you mean other deals that we float on the frontpage vs this being there every day... But, we follow general guidelines when doing so
some of them are (in no particular order but most usually have to be satisfied): reliable merchant, deal is still alive, great community feedback
those are main 3, and there are other smaller ones that may not apply to most deals but apply to individuals , such as how rare the discount is, or availability, and few others that I can't think of at this time.
as to why they are being promoted again, simple... most people I know are busy and often miss deals here and there, and even if they bookmark them, they forget. These serve as so called reminders, because we are a Deal Editor team have good level of confidence that community likes the team, merchant is reliable, and price is good by reading comments, looking at how many people clicked on it and so on...
I am here daily myself, even when I am not working (it's called addiction, haha), and there been many instances where I been meaning to buy something but I forget about it, so when I check frontpage and it's there again, I am like "shoot, I needed that", "ty for the reminder...."

I just checked and it was only promoted on FP twice. original and once since, BUT, it maybe possible that it was also in the personalized feed for you or something else, but I can def confirm it was only once re-frontpaged
