Upgrade or New Line require. Both are same price , unlike ATT where upgrade is $100 more. You can cancel with in 3 days in case of new line , to avoid any activation charges as phone is paid in full. Verizon CS will do it without any problem or you can port out the number.
Phone will unlock after 60 days. You need not to activate the phone. When Bestbuy will activate the line or do upgrade, IMEI will be registered in Verizon system and 60 days counter will start immediately. Phone will unlock automatically after 60days. No need to activate the phone . I tried this in past successfully multiple times.
