Same processor, similar graphics card, MSI has more ram and a bigger screen but I'm kind of into the mil spec rating on the TUF because hinges and stuff is why I've given up on a few laptops in the past. I assume they'll both be on the hotter end of the spectrum.

That TUF laptop looks like it has a terrible monitor and MSI seems to have an outstanding one. Considering that a bad monitor can ruin an otherwise solid laptop, I'd go with the MSI

Well, the specs of the 3070 Ti are a bit beefier than the 4070. For one, the 3070 Ti has 5,888 cores instead of the 4070's 4,608 core. It has 184 Texture Mapping Units vs the 4070's 144, and it has 96 Render Output Pipelines vs the 4070's 48. It also has 46 Raytracing Cores vs 36 on the 4070 and the number of AI/Tensor cores on the 3070 Ti is 184 vs 144 on the 4070.
Suffice to say it, the 3070 Ti will typically get more fps at higher detail settings in most games, which you can see in many YouTube videos that showcase both types of laptop GPUs head-to-head.
On top of that, you have a 17" screen vs 15" on the TUF.. and coming from someone who has a 15.6" 4070 powered Lenovo Legion laptop, man 17.3" would be awesome, and i wouldn't mind a tiny bit more oomph in the GPU... And I paid $1399 just this past Black Friday! So I think $1200 for a 17" 3070Ti laptop is amazing.
edit: Oh snapp.. the MSI also has a Killer brand WiFi 6E chip, which from experience, Killer actually translates to faster speeds, and the ethernet port is 2.5Gbe! The MSI has 32GB RAM vs. the TUF's 16GB RAM, and the screen is 360hz vs. the 144hz of the TUF, and the keyboard is Steel Series in the MSI. It's worth more than $200 over the price of the TUF.
