Should obviously only apply to purchases made after they changed the rules.

to setup the voicemail pin have go to settings and enable Call to listen Check and manage your voicemails by calling your Google Voice number.

I believe basically once you unlock GV for a carrier the port out request come to GV. But if the order is cancelled or port is failed - GV puts the status of number as indeterminate. You will only have the "Delete" button. There will be no lock or unlock button. Furthermore you will never be able to port out this number anywhere else as Google thinks it was done before. So you're kind of stuck with this number forever unless you delete it.
I am trying to console myself by saying that I already have too many phones. And just because something is cheap doesn't make it a worthwhile purchase.
