I did the same ,but att rejected my port in saying "details missing invalid".maybe becoz of voicemail PIN.i really didn't find anywhere in the GV settings to create/modify pin.i tried all the google answers but not helpful.

Thanks for your reply. Sorry I just feel so dimmed today. What is the link again (I tried pasting app/websote in my browser and it doesn't go anywhere). Also why do we need to wait for the bill to come? can we just go to such link everyday to check and void the fee as soon as it shows up? Sorry so much for not following.

I didn't do anything other than unlock the number from the Google voice settings menu. On the Best Buy port number page I entered the phone number, my zip code, and "Google Voice" as the Account Number.

Yesterday while placing order, accidentally I entered incorrect GV port number and before I realized it was late.
Picked up order from Best Buy and then when I called for cancellation yesterday night, they were asking for passcode.
When I try to set the passcode, then initially I had problems since I was entering the GV number and code, it was not taking. Then I set passcode by entering incorrect GV number which I entered and could cancel the line.
So you can try if that's the case. So my GV number is still available for next deal.

I had same issue. You can setup pin online with last 4 of social and billing zip code. Same option is available with customer service. The catch is you must have AT&T number functional to receive a text message. I did not insert sim card in the device. I was asked to go to corporate AT&T store. The store got it done sending a code to my email address. They asked for an DL.
I called loyalty number next minute to cancel the service. It worked.

How long after you placed your order did it take to get any emails from AT&T. Only email I received was a port request email from Google regarding my Google voice number and that I need to pay $3 to unlock...which I did once I got the email. I did this order as a guest rather than creating an account in the best buy website. I did receive a text from Best Buy confirming my order and I do see an expected delivery date of this Wednesday.

Yes, it is a two factor hell. Once you set up the account try to cancel it from myATT app where they don't ask for it. People have reported getting an email about setting passcode explicitly. If you have not gotten it then it might be tricky to set it up. You can insert the SIM card in the phone BTW and it will remain unlocked.

The link is in the bill when you open in myATT phone app or in the att.com website.

Out of the 3 separate accounts I established, I got that email for only 2/3. The other one, I had to call in.

Indeed, it is risky because I discovered that you can only receive the 2FA code with active AT&T service. It doesn't matter if you still can receive texts on that number. If the number port was not successful to AT&T or you provided an invalid number for port, you may get stuck with unable to cancel the account because of inability to receive the 2FA code on an active AT&T line. There is a solution to this, which the customer service agent was able to help me with.
