This is only the maximum (Theoretical) bus transfer speed.

The main answer is, the USB thumb drive itself has a controller and/or flash memory that can only read/write at up to a certain speed, and is the primary speed limit.

In dumb terms, a car can have a 240mph speedometer, but is only actually capable of going 120mph on its own.

400 megaBYTES per seconds, not megaBITS. So it is actually quite fast.

Then run the toolkit on the USB Drive. It will say if it the inserted USB drive is a genuine Samsung or a fake. If fake, send it back.

They are NOT fast... top out at 25-30MB/s writing. Whereas some of my other USB drives are 70-80MB/s writing. (same computers and usb ports moving big video files)

You either got fakes or something's wrong with your setup. They run faster with EXFAT than NTFS, but you lose the journaling.

There seems to be a lot of confusion and misinformation in this post. I have one of these drives, brand new in the package. I opened it just now for testing.

A single 25GB file took just under 4 minutes to copy over. The write speed was consistently at 114-118MB (MegaBYTES) per second.

Copying the same file back to my NVME drive took about 1 minute and 15 seconds. The read speed was steady at around 340MB (MegaBYTES) per second.

If you were transferring a bunch of small files instead of one single file, the process will be slower. I chose a large file to demonstrate the realistic maximum speeds you will get from this drive under ideal conditions. I think these are great drives for the cost.

I swore off buying this particular shape of the Samsung product. I got burned with a Fake early on when they were 32GB and this was years ago. They know how to make fakes of this metal body. This particular fake however was nice enough to brick itself in read only mode once i hit a certain size rather then overwrite itself.
