Once I break it loose, I always switch to a small ratchet to finish removal of the bolt. Can't imagine preferring to continue to use the breaker. I do love buying tools but this one doesn't have any appeal to me?

I do see one way it could be useful, when there is no space to move the breaker into position to get it fitted. Was very tight getting a transmission drain bolt loose yesterday (breaker slides directly into square hole on bolt) (Honda Accord). Could not get the breaker in, needed to be at about 45 degrees off the squared up breaker head, but got it broken loose with a normal/longer ratchet. This would have helped me get the breaker into position to use it. So, yeah, there's a use haha.

I had a version a few years ago from HD, Husky brand. The ratchet part seized up but still works as a breaker. Think Ill give this a try. Thanks OP.

Them long handle breaker bars can be pretty unwieldy, especially in tight quarters. This tool will be seldomly used, but I'll be glad to have it than not. In for one. Thanks OP!

Could I use this with a torque wrench for lug nuts. I usually tighten the nuts with an impact gun then torque to spec.

Could you? Yes. Should you? Absolutely not. Never use extensions, u-joints, etc. between a torque wrench and a socket unless it's completely unavoidable or you don't really care if the torque is correct.
