Specs are decent for the price but HP Victus build quality is not great. It's a step below the HP Omen, which is a step below the Lenovo Legion Pro. For comparison, Costco was selling the Lenovo Legion Pro 5i with the exact same specs a couple of months ago for the same price.

Your post is very confusing. You use "this laptop" a few times without referring to what laptop you're talking about. One has pros of "4060, Ethernet, lots of usb ports and usb c" and in another breath you say the pros are just "weight and ethernet".

You might as well get the Asus Tuf F15 with RTX4070 for the same price. It has been on sale for $999.99 for months now.

On top of the higher performance the RTX4070 will provide and better battery life, the Asus has a better screen. This HP has only 250-nits brightness, 45% NTSC color; literally the worst screen of any current gen gaming laptop. The Asus has 300 nits brightness, 100% sRGB color.

Don't get the Acer Nitro, it's not a good deal even with Military pricing. The Nitro is Acer's low end gaming laptop line.

You can get a current gen Acer Predator Helios laptop with a great screen and great 1080p gaming performance for $682.49:

Just be sure to skip the 4050 model unless you really don't mind turning the graphics detail to low on modern games.

Meh price, 4070s were going for this price, also better quality build laptops as mentioned above so this is very meh.
