You definitely should. It fills in a big chunk of Kiryu's story in this game. Yes, it's sort of covered in this game, but it's way better if you play that first. I guess you could play it after, and have it act as a prequel, but I played it first and I'm really glad I did.
Sega, like Ubisoft, discounts their games quite soon after release, regardless of market performance.

Ichiban Confections was so much more fun than Dondoku Island. I got over the island almost immediately. I ended up playing that whole quest line, but it felt like a massive chore.
