The model that I installed has a sensor for temp and settings for heat and cooling. Essentially it sees the heat come on and the fans get started. I have it set at 75. The temperature coming out of the registers is 90+. Eventually when the heat turns off this will run for a bit longer, pushing any remaining heat in the vent into his room.
It's not a night and day difference, but it sure helps.
Of course I was lucky that there was an outlet nearby since it's a baseboard register.
They advise against installation in a ceiling register..

Remember, these don't just boost the airflow when your AC is on, you can set their temperature activation threshholds to keep blowing air while there is still cool air in the vent.
So long after the AC has shut off since the rest of the house is cool, you are still blowing in the cold air that would just sit idle in the ductwork.

so now you need outlet close to your AC register? aren't in most home the AC register is just about the furthest part from any available AC outlet?

As I stated, AC vents typically are as far away from outlet as it goes unless your have floor vent system
anyhow. I am somewhat curious about the difference between those products, vs, just keep the AC fan on?

i've had 2 hvac technicians say my unit is fine. i used an IR gun to try to gauge the temp coming out of the vent and it looks okay - so want more data to figure out what might be going on.

Of course the alternative is to have a professional come and flow-balance your system (or DIY if you're inclined) so you don't need band-aid fixes like this.
